"What the bill would do is limit former presidents to $200,000 annually in federal benefits, and pay $200,000 as an annual allowance, limiting former presidents to no more than $400,000 total in taxpayer dollars.Former presidents who earned more than $400,000 in any given year through their own efforts would receive no federal benefits under the proposal.
For instance, since former President Clinton made roughly $9.7 million last year, he would not have been eligible for any taxpayer dollars or federal benefits under the bill, as they obviously were unnecessary."
