The New York Attorney General's official voting-resources page states, in black and white, that voters "are never required to present photo identification to cast an in-person ballot" and instructs New Yorkers: "If you see or hear of anyone improperly requesting voter identification, contact OAG." Read it here. Poll-worker guidance tracks the same line: do not ask for ID unless the voter file is already flagged. Signature matching is the substitute. No photo. No citizenship check at the table. Just a scribble. That is why a poll worker would get angry at a woman holding out a government ID. The training says don't look. The AG's office says report the person who asks.
