Rep. Chip Roy (R-Texas) delivered a much-needed reality check on Monday to those defending the Senate's so-called border bill. One of the most contentious provisions of the bill is the migrant "encounters" threshold for a border "shutdown." Critics of the bill say the border would never close if the bill becomes law while permitting countless more migrants to enter the U.S. The bill's defenders, however, say that is false.
