"I know this is not the most important issue confronting America but it's one of those issues where there's a lot of agreement, and I think a lot of people wonder why it took so long to get here. My hope is that after we're done here today that the house will take it up that the house will pass it the president will sign it... pardon the pun but this is an idea whose time has come."
